Answer
Chlorine is a strong oxidant that will react with the electrolyte used in the C1100 and 313xx ozone sensors. The reaction with the electrolyte will cause an increase current between the two electrodes of the sensor.  This will create a positive interference of ozone to be picked up by the sensor. For example 2 mg/L of free chlorine would cause the reading to increase by 76 µg/L ozone.
