Answer
Method 10050 for PCBs is only meant for soil samples. In theory, the method could work for water samples, but in practice it does not. The solubility of PCB in water is so low that there would not be enough in the sample to detect. If there was a sheen to the water there could be enough PCBs to detect, but one would have to extract it and concentrate it (at this point no method has been developed for this extraction).

The same problem exists for sludge samples. No method has been developed for an extraction of PCBs for this sample type.
